On March 24 Russia declared a staff member of the Embassy of Montenegro in Moscow persona non grata (Lat. persona non grata — an unwelcome person).

The Extraordinary and Plenipotentiary Ambassador of Montenegro to the Russian Federation, M. Šćepanović, was summoned to the Russian Foreign Ministry, where he was handed a note from the Ministry announcing the declaration of the Embassy of Montenegro staff member in Moscow as “persona non grata”.

It is claimed that this measure is a response to the expulsion of a Russian diplomat from Montenegro.
