The expressway will run along the Adriatic-Ionian corridor through Montenegro and Albania. According to preliminary results, the average estimated cost of implementing the motorway project along Montenegro’s coast is about 13.2 million euros per kilometer. This was reported by the Ministry of Capital Investments. Given that the road is expected to be about 110 km long, based on these preliminary data, it could cost around 1.45 billion euros.

The Ministry says that the expressway project along Montenegro’s coast should first and foremost relieve the city core and redirect traffic flows to bypass roads around some coastal towns.

The ministry adds that the government’s preliminary decision is to seek implementation models that would not involve new direct borrowing of the total amount of the required funds.

In this sense, a public-private partnership is being considered, at least when it comes to the bypass road around Budva, for which the European Commission has already allocated 42 million euros for co-financing construction, while the remaining part, intended to finance construction, is provided through borrowing by the private partner. It is still too early to speak about the models and financing conditions for the other sections of the expressway, and the technical documentation has not yet been prepared as a reliable basis for calculating the total implementation costs, the ministry said.
