The Government of Montenegro intends to allocate 150,000 euros for the restoration and modernization of the infrastructure of the Kolašin 1600 ski resort (“Kolašin 1600”), with special attention to repairing the cable car. This investment should ensure the uninterrupted operation of the resort during the winter tourist season of 2025/2026. The relevant information is set out in the document on financing the development and maintenance of sports facilities in the resort area, which the cabinet approved last week.

The strategic role of the north and the development of winter tourism

In the Regional Development Strategy, balanced socio-economic development of the northern region occupies a key place. Tourism is seen as the main growth resource, and mountain centers such as Bjelasica are seen as the foundation of winter, sports, and sustainable tourism. The development of such facilities is recognized as strategically important for reducing regional disparities.

Priority is the restoration of the K7 cable car in Kolašin

The last two winter seasons have revealed the vulnerability of the infrastructure: in addition to adverse weather conditions, the technical condition of the K7 “Klisura” cable car created serious problems. The destabilization of support tower No. 4 completely took the line out of service, disrupting the integrity of the ski area. Therefore, its restoration is now considered a top-priority measure for the safety of skiers and the sustainability of the tourist service.

The infrastructure operates year-round

The funding will affect not only the cable car: the funds will also be directed to maintaining the rest of the sports infrastructure, which is used throughout the year.

  • In summer, the ski slopes become cycling trails,
  • the cable cars are used for sightseeing and educational trips.

Thus, the facilities serve both the local community and tourists, on a transparent and non-discriminatory basis.

The social and educational mission of the cable car

The cable car K7 has important public significance: it makes it possible to organize school excursions, visits to the national park, and programs for children and youth. Part of the revenue from its operation is traditionally directed to free rides for schoolchildren from Kolašin and neighboring regions — both in winter and in summer.

This is not state aid under European rules

The government emphasizes that the financing is not considered state aid within the meaning of EU legislation: the money is directed to non-commercial infrastructure of local importance, intended for recreation and mass sports. In addition, the Law on Control of State Grants classifies such investments as activities in the public interest.

Who is responsible for implementing the project

The work has been entrusted to the state-owned enterprise “Skijališta Crne Gore” (Ski Resorts of Montenegro), which has the necessary technical and human resources.

The significance of the project for the region

The government emphasizes that the development of the “Kolašin 1600” resort will make it possible to:

  • extend the tourist season,
  • strengthen the local economy,
  • increase visitor safety,
  • protect existing infrastructure,
  • and strengthen Bjelasica’s position as one of the most important sports and tourist centers in northern Montenegro.
